At best, the developments create shared and lasting benefits both for the investors in the projects or developments and for the local communities and environments in which the developments occur.

Arup guides development proposals through every step of the development control and management process. We provide strategic advice on proposals, manage consultation, assess impact, prepare applications for planning permission, and support applications throughout the decision-making and post-decision processes. We also provide stakeholder engagement, reporting and appeal services.

Shaping welcome developments

At every stage, our goal is to ensure that planned developments are not only acceptable but also desirable, sustainable and deliverable. We work to achieve the best possible results for our clients, whether in the private or public sector, planning authorities or third parties.

Our technical and business planning and policy experts work side-by-side with specialists – from acoustics and environmentalists to security consultants – to ensure plans are pragmatic and deliver value.

This approach has supported new urban developments such as Wixams, Bedfordshire and major infrastructure projects – from sea terminals such as Costa Azul to commuter rail, including the Guangzhou-Shenzhen-Hong Kong Express rail link, a connection to high speed between Hong Kong and mainland China.

Connect plans with people

Our specialists maintain good relationships with everyone involved in the planning process – including national governments, regional partnerships or agencies, local planning authorities and developers as well as the wider community and other stakeholders in the voluntary sector.

In many projects, effective two-way stakeholder consultation is essential. Arup has considerable experience in conducting or managing community engagement, such as the redevelopment of Hunters Point, San Francisco, where our plan was developed in response to residents’ priorities: tackling local crime, trends in health and unemployment.

Put planning in context

Arup is well positioned to develop successful programs and proposals. Because our policy experts help design and evaluate planning processes around the world, we understand how policy works in practice.

We also specialize in producing sustainable plans, frameworks and master plans which, in turn, give us the insight needed to guide projects that are in sympathy with local or regional development visions.

An example is the Peterborough Integrated Growth Study – an overarching framework for regeneration and growth in Peterborough up to 2021. A multi-disciplinary team from Arup prepared the study, which shows how plan preparation can be driven by sustainability while being robust, deliverable and rooted in community consultation. .
